The impact evaluation relies on four tools that will be administered before the scheme is implemented and 17 months after implementation started: a health facility survey, a survey of patients exiting facilities, a client-provider interaction observation checklist, and a household survey of women who delivered in the previous 12 months (Fig. 2).
Trained data collectors interviewed patients exiting the facility, examined a randomly selected sample of patient records, and interviewed facility staff.
Live video from the scene showed dozens of people exiting the facility after the gunfire and being patted down by authorities while a triage center was being set up.
The highway is designed for through traffic by having partial interchanges that require vehicles from almost all starting points to pass through the tunnel and the tunnel toll plaza, where a $4 toll is charged to passenger vehicles, before exiting the facility.
Using client volume data obtained from the franchisors, we selected a sub-set of these franchised providers as sites for in-depth interviews with clients exiting the facility.
Sanitation staff supervised handwashing stations, disinfected all buckets used for waste collection, disinfected the floors and walls, and sprayed the shoes of everyone exiting the facility with chlorinated water.
Biosecurity for staff in the great ape area included wearing gloves, dedicated footwear and clothing, handwashing, and use of footbaths when entering and exiting the facility and during movement between troops.
We interviewed up to 10 caretakers of children exiting each facility visited to ascertain their payments for accessing care and other experience with the visit, although these data are not directly used in the analysis.
