"exercise their functions" is a correct and commonly used phrase in written English.
It refers to someone actively performing or fulfilling their duties or responsibilities. One example of using this phrase could be in a sentence describing a government official's job duties: "As the Minister of Finance, his primary role is to exercise his functions of managing the country's financial resources and overseeing economic policies."
It's even arguable that judges' remuneration is part of the "support necessary to enable them to exercise their functions" that the lord chancellor "must have regard to" under the Constitutional Reform Act 2005.
