"The fear I have is that the world is leveraged on low-interest borrowing," said Allen Sinai, chief executive of Decision Economics, an economic forecasting firm.
"We try to understand what issues exist," said Philip K. Anthony, the chief executive of Decision Quest, a trial consulting firm in Los Angeles.
According to estimates by Allen Sinai, who is chief executive of Decision Economics and has advised the last three Republican administrations, the president's original plan, which called for $726 billion in tax cuts and fiscal initiatives, would have cost about $146 billion for the 18 months starting in July.
"Steve presents his views in a flamboyant way," said Allen Sinai, chief executive of Primark Decision Economics, "and it is catchy".
"Lenders want to prove to themselves that it is worth taking a higher risk," said Brad Jolson, an executive of the decision management company FICO, who has helped several card companies analyze their customer base.

To serve as monitor, the proposal suggests Stanley N. Lupkin, a former city commissioner of investigation who is now executive vice president of Decision Strategies, which specializes in developing and putting in place compliance programs for public and private companies.
On Monday, Mr. Cayne spent much of the day telling top executives of his decision.
The appointment follows criticism by television and radio executives of the decision by the Corporation for Public Broadcasting earlier this year to create its own office of ombudsman to monitor programs financed by the Public Broadcasting System.
