He might group heavily Hispanic areas, including in the western suburbs, in a manner that excludes somebody in a suburban Republican cadre of Mr. Walsh, Mr. Dold, Mr. Hultgren, Representative Judy Biggert or Representative Peter Roskam.
"To make sure we are clear on this," Judge Michael A. Wolff of the Supreme Court replied, "if we find in a particular case that DNA evidence absolutely excludes somebody as the murderer, then we must execute them anyway if we can't find an underlying constitutional violation at their trial?" Again, Mr. Jung said yes.
But he said, "Wouldn't it have been more inappropriate to exclude somebody for the mere circumstance that they had been sued over this transaction?" Such a measure, he said, could have also reduced what the trash authority might have earned.
But that's a very different thing than alleging that the phone companies have got together to try and raise prices or to exclude somebody with the intention of raising prices.
"It's easy to exclude somebody you don't know or establish stereotypes about someone you're not in proximity with, but not once people found out, 'My friend is gay or my daughter or my son,'" Perlich said.
"We cannot exclude that somebody purposefully intended to kill members of this group," Mr. Mocken said.
He said that judicial review was a possibility, but in practice very difficult for somebody excluded from the country.
The following items were used: "I am being made a fool of, teased in a painful way, or somebody has said mean things to me" (teasing); "Sometimes somebody is intentionally excluded by fellow students, or somebody is not allowed to come along.
