The phrase "excludes following" is not correct in standard written English.
It may be intended to indicate that certain items or information are not included in what follows, but it lacks clarity and proper grammatical structure.
Example: "The report excludes the following data points: sales figures from Q1."
Alternatives: "does not include the following" or "omits the following."
