Cameron also believes government should help social entrepreneurs scale up their activities without burdening them with excessive oversight.
Administration officials said that while the president would continue to take a strong stance against executives found to have misled or defrauded investors, he would continue to walk a line between advocating tougher laws and stifling business with excessive oversight.

That draft, though, includes language that it considers excessive regulatory oversight of when a company can hire a temporary foreign worker and lay off an existing American worker.
The stated goal of the Orchid is to provide anonymized internet access to people across the globe, particularly individuals who live in countries with excessive government oversight of their browsing and shopping.
The processes and practices applied to urgent needs must add value and not require an excessive bureaucratic oversight to implement, while at the same time address, understand, and manage risk such that programs can understand better where to include, truncate, eliminate, tailor, or scale systems engineering practices and processes.
"Contractors are provided the flexibility to tailor and implement safety programs in light of their situation without excessive Federal oversight or overly prescriptive Departmental requirements," the memo said.
Earlier, David Blunkett, the former education secretary, said the government's excessive relaxation of oversight over schools had led to a vacuum that had allowed forces opposed to British liberal values to flourish in them.
It also criticised the excessive use and poor oversight of contractors.
