The report shows that in the third quarter of 2016 excessive force complaints rose by 80percentt (from five to nine); improper conduct complaints by 40.3percentt (62 to 87); neglect of duty complaints by 100percentt (9 to 18) and firearm discharge complaints increased from zero to two.
Excessive force complaints doubled between 1983 and 1988, and the department was, by the end of the decade, recording nearly 900 baton deployments each year.
The union officials contended that the premise of the inquiry that systemic failures have emboldened brutal officers to act with impunity -- is belied by statistics showing that the number of excessive force complaints against officers has steadily dropped since 1995.
Tickets ranging from $45 to $25,000 (aimed at businesses with excessive noise complaints) will be issued; arrests, in the most extreme cases, may be made, and cars with blaring alarms will be towed.
A lawyer involved in a case that prompted a state government-ordered review of excessive force complaints against Gold Coast police says more video footage of alleged brutality cases is set to emerge.
"You're talking about a decrease for the first time after several years of a very stark pattern of increases in excessive force complaints and several years of a well-established pattern of inadequate discipline," the official said.
Additionally, as Johnson points out, 19th-century city police records were destroyed during World War I, many 20th-century records have been closed to the public under privacy laws, and before 1950, "the city kept no systematic records of excessive force complaints".
Once the "Mr. Fix-Its" for the rank and file — arrangers of shift changes, finders of the right union benefits forms and defenders against excessive force complaints — some union leaders are not picking up their phones when officers call them, several said.
