"excessive accountability" is a correct and usable expression in written English.
You can use it to describe a situation in which someone is held to an overly high level of accountability for the tasks they have been assigned. For example, "The teacher's excessive accountability for homework was creating an atmosphere of stress and discouragement among the students."
