Evergreen's joint-venture factory in Wuhan occupies a long, warehouselike concrete building in an industrial park located in an inauspicious neighborhood.
The new factories they helped build for Evergreen Solar and Bristol-Myers Squibb, athehe site of the former Fort Devens military base, kept them busy.
The factory closing in Devens, Mass., which Evergreen announced earlier this week, has set off political recriminations and finger-pointing in Massachusetts.
Evergreen has had two unique problems that made its Devens factory vulnerable to Chinese competition.
Seventeen-year-old Evergreen Solar Inc., a Massachusetts-based company that had received $58 million in state subsidies, closed its factory last March, and then in August entered Chapter 11 with almost $500 million in debt.
"We anticipate that this year, 10 to 20percentt of the knitwear factories will have to close due to the inability to compete," said Sean Zhu, Evergreen's sales manager.
Evergreen, based in Massachusetts, received tens of millions of dollars in state loans and grants in exchange for opening a factory there.
Michael McCarthy, a spokesman for Evergreen, said the company had already met 80 percent of the grant's job creation target by employing up to 800 factory workers since 2008 and should owe little money to the state.
