New commercial laws must be prepared, or old ones dusted off (Poland will start by updating commercial codes from the 1930s); company laws should allow for the easy establishment of new enterprises; tax laws should remove the punitively high marginal tax rates that are now common; and various licensing restrictions now applied to international trade and domestic investment should be eliminated.
