WHEN the Reagan Administration ordered Soviet missions to the United Nations to cut their personnel, United States officials said the missions were used for espionage and the resources of the Federal Bureau of Investigation were strained by monitoring the movements of so many potential spies.
Since Sept. 11, 2001, the United States has spent more than $500 billion on an intelligence community that, according to the Washington Post, constitutes an "espionage empire with resources and a reach beyond those of any adversary, sustained even now by spending that rivals or exceeds the levels at the height of the Cold War".

According to one Isis member spoken to by the Guardian, the group has put extra resources into counter-espionage.
But their meandering espionage investigation had been short on resources and long on missed opportunities.
But the US and Russia still compete for resources; suspicion, fear and espionage are still with us; and so are a scary number of thermonuclear weapons.
