The P5+1 (United States, Russia, China, United Kingdom, France and Germany) demanded that Iran cease enrichment to this level, ship out enriched material and close the enrichment facility at Fordow, which is devoted to enriching to 20% and seemingly invulnerable to air strikes.
Sanctions should only be lifted after Iran had ceased all uranium enrichment, removed from its territory its stockpiles of already enriched material, close its Fordo enrichment facility and discontinue its heavy water facility in Arak.
The Israeli leader has demanded that Iran stop enriching uranium, remove already enriched material from the country, shut down the enrichment facility and halt the development of plutonium.
Robert Gates, the Secretary of Defense, said in June that intelligence suggested Iran could have enough enriched material for a bomb in the next one to three years.
Uranium enriched to 20% is much easier to turn into weapons-grade (90% enriched) material than the 3.5% enriched fuel Iran has been making for more than a decade, ostensibly for future nuclear power stations.
"It's much better," Clawson said, "to have the I.A.E.A. figure out on its own that there's a site and then find evidence that there had been enriched material there".
"This removal of all this enriched material out of Iran is a significant step toward Iran meeting its commitment to have no more than 300 kilograms of low-enriched uranium by Implementation Day".
It has been enriching uranium to 20% purity as fast as it can possibly as fuel for the Tehran reactor, but more likely as a big step towards obtaining the highly enriched material it needs for a weapon.
Iran said recently that it would produce more of the 20 percent enriched material than it needs for a small medical research reactor, which prompted new concerns that it is building a stockpile that could be converted to weapons use.
