The fact is that the two communities, though relations between them are civil enough, live their lives largely apart, attending different schools and universities, speaking different languages and working for different employers.
Politicians would rather hand over money to private landlords, while tabloids bait claimants with large families and the tiny minority lucky enough live in subsidised accommodation that would be very expensive on the open market.
This leads to the main criticisms that can be levelled at the new Detroit: that it focuses on downtown and midtown; that it is benefiting people who, often enough, live not in the city but the suburbs; and that the bulk of Detroit's inhabitants are being overlooked.
But absent that kind of reporting, we will all soon enough live in cities and towns where politicians and bureaucrats gambol freely without worry, where it is never a risk to shine shit and call it gold.
