All of us tend to lean on our biases when we are forced to make decisions quickly and with not enough information, says Eberhardt.
"Experience suggests the government will choose badly, be lobbied extensively and will not have enough information," says Guy Newey of Policy Exchange, a think-tank.A more rational way to encourage investment in low-polluting electricity generation would be to levy a tax on polluters.
"We need to build cities that adapt to the needs of [their] citizens but previously it was not possible because there was not enough information," says Dr Lisa Amini, director of IBM Research.
"A lot of [teens] become parents because they don't have enough information," says Noble.
"The members of Congress that were just with me walked out and said that they didn't get enough information?" he said.
Given enough accurate information, says Todorov, "people will change their minds". In one of the Princeton studies, for instance, subjects made rapid character judgments based on facial appearance, then were given additional information in subsequent phases of the experiment.
"The problem is that people don't have enough information," he said.
Investigators still do not have enough information, he said, to make a preliminary determination as to whether the shooting appeared justified.
"There's just so much variety out there and not enough information available," said John Bodnar, who owns Bodnar's Liquor in New Brunswick.
