While the UK and, to a limited extent, Sweden, have developed institutions similar to those found in the US that help govern "radically innovative" firm competences, Germany has invested in institutional frameworks associated with "competency enhancing" human resource practices that give its firms an advantage in more generic technologies in which organisational complexity is higher.
Now the money for such huge ventures has been diverted to more modest and more nebulous ones: 80 billion lire to "enhance human resources", whatever that means; 40 billion to teach bus-drivers and traffic-wardens to speak English; 25 billion lire to create a "welcome centre" inside a patrician villa in nearby Castel Gandolfo.
