Wilford, who is business change and performance analyst at the council, points to the benefits to staff involved in the challenges: "This gives them the opportunity to work in new arenas, aiding their personal development and stimulating wider enthusiasm and engagement in the project".
The last aspect is related to how the student's perception of his motivation and engagement in the project is related to the change in professional skill development.
Frontline staff engagement in the project and communication, both intra-organisational communication between staff and management and perceptions of inter-organisational communication, were perceived to be very important.
As a result, participants show a high level of engagement in the project as demonstrated by their high rate of voluntary contributions of data.

This sub-construct was finally assigned to the code reflecting & evaluating (domain process), because it reflected stakeholders' own perspective about their engagement in the project (RD 13, 22, 24 & 27/01/2012).
