"engaged artist" is a correct and usable phrase in written English.
It is usually used to describe an artist who is actively involved in a particular cause, meaning they are "engaging" or "promoting" certain ideas through their artwork. For example, "Mari is an engaged artist who creates socially conscious works that explore many of the issues facing our community."
