India has significant aid to offer, including affordable Indian professionals (versus more expensive Westerners), energy production, and training capabilities in areas such as law enforcement, election commission training, foreign service training, and administrative services, much of which can be relatively cheaply accomplished in India.
"Because of our strict standards, our company immediately refers people to law enforcement and election officials when there is any indication of improper activity".
Government watchdog groups have long lamented the state's anemic enforcement of election law; the lone investigator at the board retired last May, and the position has not been filled.
BOSTON — The Massachusetts Senate on Thursday approved a series of measures to tighten immigration enforcement, reflecting election-year unease over the issue in a Democratic-controlled Legislature that has spurned such crackdowns in the past.
In a 2008 report, Hans A. von Spakovsky, a senior legal fellow at the foundation, wrote: "Lax enforcement of election laws permits individuals who have not entered the American social compact or made a commitment to the U.S. Constitution, U.S. laws, and the U.S. cultural and political heritage to participate in elections and potentially change the outcome of closely contested races".
Mr. Cuomo, a Democrat, wants lawmakers to enact public financing as part of a broader package of laws that also includes measures to improve the enforcement of election law, to encourage voter registration and to strengthen the state's bribery laws so that district attorneys can more effectively prosecute public integrity cases.
Rubin pointed to several reasons for lax enforcement of election crimes: Prosecutors, he suggested, might be too busy with other cases to tackle these cases; in tight-knit small towns, he added, they may go easy on acquaintances who have committed voter fraud.
But some former lawyers for the department warned on Friday in a letter to Attorney General Michael B. Mukasey that the probe might violate department policy of not initiating such investigations until after an election, citing the "long recognized sensitivity to the role of federal law enforcement officials in elections".
Without nonpartisan oversight and strict rules of enforcement, our democratic elections will be a thing of the past and history will record the end of the American experiment in the curious spectacle of a nation fighting to impose democracy abroad as it was being destroyed at home.
And as we point out, the very first provision in the election code requires the secretary of state to assure uniformity and consistency in the application and enforcement of the election law.
