Energy intelligence specifically addresses the location and size of foreign energy resources; how these resources are used and allocated; foreign governments' energy policies, plans, and programs; new or improved foreign energy technologies; and the economic and security aspects of foreign energy supply, demand, production, distribution, and use.
Based on this analysis the paper presents a novel Energy Security Matrix that structures relevant energy security indicators from the aspects of Technical Resilience and Vulnerability, Economic Dependence and Political Affectability for electricity, heat and transport fuel sectors.
Energy Security Matrix and its indicators are based on experiences that the authors have gathered as high-level energy policymakers in Estonia, where all different aspects of energy security can be observed.
Various aspects of energy security, such as diversification, lower dependency, supplier export capacity, minimizing the import cost, transport distance and political instability associated with each of the foreign natural gas suppliers, were incorporated in the decision-making model for a foreign natural gas import scheme for the years 2015 2020.
The aforementioned environmental and cost factors, in combination with aspects such as energy security and the continued availability of crude oil, have placed renewed focus on the development of alternative/synthetic jet fuels by industry role players.
In this methodology, energy security is conceptualized as having 5 core aspects which sub-divide into 13 elements.
Also detailed are the weights used in the weighted-average process by which normalized indicators are synthesized into composite scores representing the 13 elements, the 5 core aspects, and 1 overall energy security index.

Investment patterns will also need to adapt and there will be new aspects to the idea of national energy security, with access to rare earth minerals – a sector that is currently dominated by China – perhaps becoming a critical issue.
