"The president-elect was particularly interested in the energy component of the plan and pushed for a more robust effort on the smart grid," Mr. Furman recalled.
It was the energy component, which accounts for 7percentt of the Consumer Price Index, that accounted for most of the deceleration.
Unless oil prices stage a quick recovery, the energy component will keep headline inflation well below zero in the months ahead.
While that would suggest the energy component will show no increase at all when the June C.P.I. is published next month, the report will probably show a healthy increase.
"The problem is you can't bounce back and forth between how much it costs in water to grow a pea versus the water and energy component of a finished drink," he said, taking issue with Ripple's almond milk numbers.
"Given the recent, sharp drop in commodity prices, we do not expect the food and energy component to provide further upward pressure to the headline rate in coming months – if anything, renewed downward pressure may be in the pipeline.
"Our unemployment rate is lower than the national average," she said, "the health care field has been fast-growing, and of course we still have a big military component, and tourism, and a growing energy component.
Each energy component is used to generate a final score.
These are subsequently subtracted to evaluate the differential energy component.
We attribute the lower energy component to the "screened" final-state and the higher-energy component to the "unscreened" final-state.
The low energy component is estimated from the Maxwellian fit described in Section 3.1.
