The phrase 'enact a situation' is correct and usable in written English.
It can be used when somebody is describing a process in which a situation is re-created or practiced, usually in order to create a greater understanding of it. For example, "It can be beneficial for people to enact a situation that has caused them difficult feelings, in order to better understand how to handle such situations."
