In a coordinated effort, the directors of the Emergency divisions of UNICEF, the World Health Organization (WHO) and the World Food Programme (WFP) this week visited flood affected areas in Sindh and Khyber Pakhtunkhwa to survey the devastation.
"It's clear that they used weapons that were very powerful and in some cases, weapons that were not precise enough," said Solvang, a senior researcher with HRW's emergencies division.
"If it's in the realm of possibility, it's something we need to at least plan for," said Bryan Koon, director of the Florida emergency management division.
People at stations were asked to "please go home" and not congregate waiting for the system to come back, said Kurt Schwartz, head of Massachusetts' emergency management division.
Aad Van Bohemen, who heads the emergency policy division at the International Energy Agency, said France had been forced to reach into its 30-day emergency supplies of fuel at depots because of the strikes at the refineries.
But Doug Helton, the incident operations coordinator for the National Oceanic and Atmospheric Administration's emergency response division, said winds would change Wednesday and start pushing the spill north and west toward the Mississippi Delta.
Michael Hardin, chief of the emergency management division of Escambia County, Fla., which includes Pensacola, said the county had not ordered any evacuations of coastal areas but had opened three shelters farther inland.
The distress call was relayed to the Australian Maritime Safety Authority (Amsa) office in Canberra, whose emergency response division concluded that the weather conditions (0°C and winds of up to 90kph) and the possibility that the Shokalskiy might get damaged and lose heat or power was reason enough to warrant a rescue.
