In the first full year of HETV relief, nearly £225m of foreign money that was destined elsewhere was spent on British actors, crews and facilities.

Officials say this has enabled Chongqing to keep its business tax at 15%, compared with 25% elsewhere, and spend more on "people's livelihood".
