This paper describes the development of a framework and protocol to elicit high-priority "CDS targets" from panels of specialists, comprising high priority clinical performance gaps within their specialty that are amenable to CDS.
The online survey contained an open-ended question to elicit research priorities pertaining to patient safety research in emergency medicine (see Additional file 2).
We developed a conceptual framework and protocol for eliciting high priority CDS targets that are clinically important and that are amenable to CDS.
Focus had shifted from clinicians' agendas to those of patients, and clinicians reported eliciting patients' priorities and the use of theoretically-driven strategies such as goal-setting.
The three exercises elicited the priorities voiced by policymakers and stakeholders from the public sector, academia, the non-state sector, and health professional associations in addition to pharmaceutical companies and insurance organizations for the ATM theme (Refer to Table 1 for identified policy relevant priorities matched to the second and third exercises which were conducted in the EMR).
There are a number of quantitative methodologies that can be employed to elicit preferences for priority setting criteria, ranging from simple rating and ranking scales, self-explication methodology and choice experiments, to more complex discrete choice experiments (Ryan et al. 2001; Pavlova et al. 2003; Baltussen and Niessen 2006).
