BEIJING — Despite huge investment in new technologies, China is finding it difficult to make its economy more energy-efficient, a senior official said Thursday.
"They planned to have so many people come over, it looked like a purchasing organization, where you beat up suppliers for an extra nickel, instead of a business where you take cost out by making the whole system more efficient," says Starwood Senior Vice President James Hyman.
