Hao Bin, the building energy-efficiency director at the Chinese Ministry of Housing and Urban-Rural Development, said Wednesday that the ministry had already adopted an energy labeling system for new commercial and government buildings but wanted to create fiscal incentives for developers to use more efficient materials and adopt renewable energy.
"We already have one of the world's best records in improving energy efficiency," Zhou Dadi, director of the Energy Research Institute of the central government's State Development Planning Commission, said in an interview.
"You want to pay for achievement — better health quality and efficiency," said Dr. David Blumenthal, director of the Institute for Health Policy at the Harvard Medical School, who advised the Obama campaign.
How it works in practice There are few other ways that digital technologies can improve home efficiency, says Tom Kerber, director of research for home controls and energy at Park Associates.

It's important to rate and rank vehicle efficiency, says Karl Simon, director of compliance and innovation for the EPA's Office of Transportation and Air Quality, because it helps consumers make smarter purchases.
"Our vision is for Alexa to be everywhere, and that means devices need to be built with durable, high-quality components that stand up to the demands of many different environments, especially on-the-go scenarios that require better power efficiency," said Paul Bernard, director of the Amazon Alexa Fund, in a statement.
"His connections to the fossil fuel and nuclear power industries threaten to undermine the focus we need to see on renewables and energy efficiency," said Tyson Slocum, director of the energy program at the consumer advocacy group Public Citizen.
In the current crisis, "businesses that survive will be those that operate efficiently," and business aircraft can add vitally to efficiency, said Andrew Hoy, a director of ExecuJet, based in Zurich, which manages 150 business aircraft worldwide and represents the Canadian plane maker Bombardier in 33 countries.
"Right now appraisers really don't have an effective way of considering energy-efficient features," said Robert Sahadi, the director of energy efficiency finance policy for the Institute for Market Transformation, a major supporter of the legislation.
