The use of 'effect by' is not grammatically correct in written English, so it would not be recommended to use it.
It might be used as a casual expression in spoken English, but even then it would be best to use the correct words. For example, instead of saying "The effect by the storm was devastating", the correct way to say it would be "The effect of the storm was devastating".
