Cambodia has subscribed to the goals of the 2000 Education for All (EFA) Dakar Framework for Action and this paper focuses on issues related to its progress towards the first EFA goal, i.e., expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children.
ECD became a formal part of national education policy in 2000, when Nepal adopted the goals and strategies of the Education for All (EFA) Dakar Framework for Action, which included the goal of ―expanding and improving comprehensive early childhood care and education‖ (UNESCO 2000).
