Last year, as a result of administrative or court rulings, the city spent $57 million to educate 3,675 special education children whose parents had rejected the public schools.
Gates said the trigger comes from education: "Children of educated mothers are 50% more likely to [live to] five years old; and there is twice as much chance educated mothers will have their own children educated".
