Preventive interventions were incorporated only in a limited number so that many common HIV preventive activities were left out of the analysis including condom promotion, voluntary testing and counselling, peer-based programmes to educate high risk groups and prevention of mother-to-child transmission but also preventive activities against non-communicable diseases and injuries.
