"echo by" is not a common or correct phrase in written English
It is possible that someone may use it informally in spoken English, but it would not be considered a grammatically correct phrase. Instead, "echoed by" or "echoing off of" would be more commonly used. Example: The sound of the dog barking was echoed by the empty street, creating an eerie atmosphere.
