"This nation as a whole is not going to spend the money to bring every guard division, every reserve unit and every active-duty division up to the pinnacle of readiness 24 hours a day, 365 days a year," said P. T. Henry, the Army's assistant secretary for reserve affairs.
Two active duty division headquarters were activated for training National Guard units; those of the 7th Infantry Division and the 24th Infantry Division.
The Army is organized into ten active-duty divisions — six heavy divisions and four light divisions.
The extended deployment of Army divisions in Iraq and the heavy use of the reserves strongly suggest the need for two additional active-duty divisions.
General Hagenbeck said that all 10 of the Army's active-duty divisions had met their re-enlistment goals, but it is coming at a steep price.

The agencies involved in the campaign include HCB Health in Austin, Tex., for the creative duties; the Starcom division of the Starcom MediaVest Group, part of the Publicis Groupe, for the media duties; and Tribal Worldwide, part of the DDB Worldwide unit of the Omnicom Group, which built the microsite.
Mr. Iger added that splitting duties in the division was a reflection of growth; Disney has completed a string of digital acquisitions in recent months, including Tapulous, a maker of mobile games.
