They also forecast that skips full of rubble would go uncollected around the country after an increase of nearly 2,500 per cent in the tax for dumping some types of rubbish in landfill sites.
One man - who was registered with the Environment Agency to carry and dispose of waste - was caught by BBC South East, dumping large amounts of rubbish in country lanes in Kent after dark, blocking roads and leaving the council needing to clear up the mess.
Mr. Angelides, a former California treasurer and candidate for governor, said, "We did not ask them to pull up a dump truck to our offices and dump a bunch of rubbish".
The letter is condemnatory of the Australian government dumping its "rubbish [refugees]" on Nauru, but is also reflective of Nauruans' growing disaffection with their own government, widely seen as a corrupt cabal that has bankrupted the once-wealthy island state.
