International forum calls for improved social services to tackle child poverty in developing countries DUBLIN, 6 October 2008 - The 4th Global Forum on Children Affected by HIV and AIDS, taking place in Dublin, has called for a package of social welfare services to tackle child poverty and assist households in developing countries affected by HIV.
DUBLIN — In this country of lush green landscapes, celebrated for its traditional love of horses and the generations of racing thoroughbreds it has bred to conquer the racetracks of the world, the Dunsink tip on the outskirts of the Irish capital is a place that wounds the heart.
The Dublin regulations state that an asylum seeker must be logged and fingerprinted in the first European country they arrive in.
Under what's known as the Dublin System, the E.U. country responsible for a given refugee is generally the one in which he or she first arrives.
"To improve the operation of the Dublin Regulation between our two countries, in particular to assist in the handling of family reunification cases, we have set up a standing official level contact group and sent an asylum expert to France to work with the French interior ministry".
Under what is called the "Dublin II Regulation," the E.U. country in which a would-be asylum seeker first arrives must accept that refugee.
"Ten years ago, Italy was a transit country, but since Dublin we have seen an increase in people staying here," Lê Quyên says.
If an applicant is found to have previously entered another EU country where the "Dublin regulation" is in force, they could be sent back there.
The only exception to the Dublin rule is if the country you first entered doesn't meet the minimum standards for migrant reception, which has been the case for Greece.
For many European countries including the UK, Dublin is a key tool in a regime of tough border controls, allowing refugees to be deported back to Europe's southern border countries where they first entered the EU.
