"drown by" is not a correct or commonly used phrase in written English.
It is possible that someone may use it informally in spoken English, but it is not a standard or recommended expression. Instead, one could use "drown in" to describe the action of being submerged in water. For example: - The boat capsized and the passengers drowned in the rough waters. - The child accidentally fell into the pool and nearly drowned in the deep end. - The flood waters rose quickly, causing many animals to drown in their pens. Using "drown by" as an alternative to "drown in" could be confusing or misleading, as it may sound like the person was purposely drowned by someone else.
