A1 A draft of recommendations proposed by a bipartisan Senate committee says FEMA was so fundamentally dysfunctional during Hurricane Katrina that Congress should abolish it and create a new disaster response agency from scratch.
In February, 2011, the Star-Ledger obtained a confidential draft of recommendations by Global Education Advisers that contained a scenario to close or consolidate eleven of the lowest-performing district schools, and to make way for charters and five themed public high schools, to be funded by the Foundation for Newark's Future.
