"downward by" is not a grammatically correct phrase in written English.
It is possible that it could be used in spoken language in certain informal circumstances, but in written English it is not acceptable. A more correct way to say this would be "downward direction" or "moving downward." For example: "The rollercoaster went down the track in a downward direction" or "She slowly moved her hand downward."
