However, the production industries remain 12.1% below their pre-downturn peak, with manufacturing 8.9% lower.
The ONS said the second quarter was 5.2% higher than the pre-downturn peak of January to March 2008.
By comparison, without adjusting for population, GDP was 5.2% above its pre-downturn peak, having exceeded it in the autumn 2013.
The construction sector is still struggling to shake off the scars of its deep recession and has yet to return to its pre-downturn peak from 2008.
The said average incomes are still around 4% below their pre-downturn peak, and are still some way below their 2010 level.
Real wages are falling, household incomes have dipped and GDP per person is still some way off its pre-downturn peak.
The ONS said GDP per head, widely seen as a better measure of economic well-being, was now 0.1% below the pre-downturn peak of early 2008, having risen 0.5% in the second quarter.
