"In today's changing job market, the 'one size fits all' motto does not apply," says Heather Rieff, senior policy analyst at the Federation of American Societies for Experimental Biology FASEBB).
"Here, that whole rationale doesn't apply," said David Goldberger, an Ohio State University law professor who specializes in First Amendment issues.
So why have these Halloween restrictions at all? "Just because you're on the registry doesn't mean the Constitution doesn't apply," said Janice Bellucci, an attorney and president of California Reform Sex Offender Laws.
The dead sheriff's wife, who considered a bid herself but did not apply, said that none of the other candidates would do justice to her husband's legacy.
"He was making the claim that in the view of the administration, the standards of Geneva III do not apply," said Ruth Wedgwood, an international-law professor at Yale and the Johns Hopkins School of Advanced International Studies, who is a defender of the tribunal plan.
Cost was a major prohibiting factor, according to the report -- it costs $465 to apply, and about 43percentt of those eligible who did not apply said they simply could not afford it.
"The Boko Haram comparison doesn't apply," says Yussuf Bashir, a Kenyan-Somali researcher at Northern Aid, a Nairobi-based NGO which works on both sides of the border.
"With Berlusconi, the rules from any other place or government don't apply," said Mario Calabresi, the editor of the Turin daily newspaper La Stampa.
"The normal rules about being ready and having your day in court just don't apply," said Lev L. Dassin, a former acting United States attorney in Manhattan who was the Cleary Gottlieb partner in charge of the firm's work on the project.
"The bottom line is if anything seems weird, just don't apply," says Tabatha Marshall, founder of PhishBucket.org, a non-profit that tracks online job scams and estimates they're up a third from a year ago.
