Brown et al. (2009) provided further depth to this line of reasoning about curriculum enactment and fidelity by pointing out that measuring "coverage" of the curriculum is much less relevant to determining fidelity than documenting students' "opportunities to learn" afforded by the teacher's enactment relative to the formal or intended curriculum.
