OTTAWA — The chief executive of SNC-Lavalin, a major Canadian engineering and construction firm that had extensive business operations in Libya, left the company on Monday after the release of a report indicating that he had authorized 56 million Canadian dollars in improperly documented payments to unidentified agents, the company's chairman said Monday.
"The dossier documented payments of Lance Armstrong to Health and Performance SA (a company for which I worked as a consultant) in 2005 and 2006.
The officer, Elaine Lai, demanded that Mr. Knox pull a series of invoices documenting payments to an employee, Carol Rose.
