A final challenge in interpreting the survey findings lies in the poor documentation of the community service programme.
However, even the CJFs were not adequately trained on documentation from the beginning of the programme.
Methodology The methodology used combined close study of documentation of the progress of the Programme from conception up to the present time, examination of national trends and the District variations of the key performance indicators with primary data collected from the selected eight Districts and from key stakeholders at the central level.
The responses can be categorised into four themes namely documentation of programme outcomes, implementation, understanding of the teaching & learning methods, and alignment of assessment and programme outcomes.
The new standards ask applicants to provide descriptions, documentation, or policies for 88 different aspects of the programme.

It is only at the midterm and more so towards the end of the programme that the CJF got training on data gathering and documentation.
Nevertheless, the potential for improvement in the quality of care of individual patients, and more broadly, in the quality of treatment programmes, suggests that clear and permanent documentation of the peer-review components of quality assurance is needed.
