Mr. Thompson and Mr. Levy noted that the commission did not interview Patricia Zedalis, chief executive of the school facilities division.
Mr. Bloomberg said that the Department of Education's school facilities division would be immediately combined with the School Construction Authority, an independent agency.
In addition, the director of the board's school facilities division, Patricia Zedalis, is being removed from her post.
Craig Whitcomb, who was the operations manager for the parks department's marine and facilities division, was fired on July 27.
Those reductions would cut the staff at the construction authority by half and at the facilities division by 15percentt.
Since 1990, the Board of Education has added 12,500 seats in the district, said Patricia Zedalis, chief executive of the board's school facilities division.
Representatives from the board's division of school facilities meet regularly with executives from the School Construction Authority to review the status of construction projects.
The School Construction Authority was created by the Legislature in 1988 in response to the abysmal performance of the Board of Education's school facilities division.
"It will cost less than a billion but certainly more than $100 million by quite a bit," said John Irby, director of the federal facilities division.
"It's really a terrible situation because it doesn't give stability to the schools," said Patricia Zedalis, the chief executive of the board's division of school facilities.
