Mr. Adams, a naturalized United States citizen who was born in Pakistan, said he was arrested during another protest in January and questioned by intelligence division detectives.
Webb, 51, was taken into custody by Los Angeles Police Juvenile Division detectives, Deputy Chief Kirk Albanese confirmed.
"Our force investigation division detectives have seen it and have reviewed it," Smith said.
Sergeant Sanzo, who has served a decade in the vice and narcotics division, and Detective Ortiz, who has worked there for two to three years, are accused of making false statements in an affidavit filed with prosecutors and a Hartford Superior Court judge to search a home last month on Green Street.
The department is "not here to provide toys for the boys," he said, adding that career opportunities in the department include a 40-member detective division, a motorcycle division, street-crime and vice units.
The initiative also coordinates other divisions in the police department including the detective division, the special investigations squad and the juvenile aid, narcotics and information systems bureaus.
Frank Lomia, commanding officer of the Hackensack Police Department's detective division, discounted such talk.
The supervisor no longer works in the Internal Affairs Unit, and is now on desk duty in the detective division, the police said.
And in the department's detective division, veteran investigators said the risk of failing to meet unrealistic demands for reducing crime ever further felt so great that many qualified detectives no longer fought for the jobs of heading precinct squads.
Mr. Keegan headed the detective division in 1975, and he was in charge of the Moxley investigation from the day her body was found until he retired from the department in 1986.
