Shell's A shares, whose dividend income have a Dutch source, were up 0.6%, or 12 pence 25 centss), at £20.68 ($42.43), while its B shares, whose dividend source is British, were up 0.9%, or 18 pence 377 cents), at £20.64 ($42.34), on Thursday afternoon in London.
The top rate on capital gains and dividends, the source of much of the income in the elite group, has been cut to 15percentt from 20percentt.
At the same time, marginal tax rates on top incomes have dramatically decreased, from 50percentt in 1980 to 39.6percenttodayay with rates on capital gains and dividends, the sources where the wealthy derive most of their income, slashed even further to 15percentt.
In a directive issued last Thursday, the I.R.S. instructed its field agents on how to audit American banks and United States branches of foreign banks with an eye to "uncovering and developing cases" related to certain swap transactions "that may have been executed in order to avoid tax with respect to U.S. source dividend income" paid to offshore hedge funds and foreign investors.
In addition, many offer dividends, a reliable source of income in tough times.

But Romney argued twice Wednesday that although his investment dividends -- the source of most of his annual income -- may be taxed at roughly the 15percentt capital gains rate, the 35percenttaxax on corporate income actually means the federal government gets more than 15percentt from him.

Analysts have criticized that move in light of the company's dwindling profits and said that the dividend was a chief source of personal income for members of the Sulzberger family, who control the company.
That will likely change, as Knepp anticipates the stock market rally ending in the fourth quarter and investors will really be looking to those dividend funds as a source of income.
