As constituted by a foundational Charter and governed by internal Rules of Procedure, IFER would be both a central ethics review body engaged in deliberation of the possibly divergent ethical aims of funders, institutions, research organizations, and participants, and also a forum for review and follow-up of policies concerning ethics norms for international research projects.
