The word "dissent" is a verb and does not need a preposition after it. A correct way to use it in a sentence would be "The members of the jury dissented on the verdict." or "There was a loud voice of dissent in the crowd." You could say "There was a strong dissent for the proposed policy at the meeting." This means that many people voiced their disagreement with the proposed policy during the meeting.
