This paper considers the network of institutional, economic and regulatory relationships encompassing industrial effluent generation and disposal, then turns to the objectives and design of discharge fees using examples drawn from the European Union, and finally compares and contrasts the power, precision, and interrelation of discharge fees and environmental regulation.
