From the standpoint of disaster preparedness, the poor capacity of cyclone shelters to house evacuees, a conventional cyclone warning system that was no longer adequate, uncoordinated NGO relief efforts, and a lack of proactive disaster preparedness were major pre-Aila unsafe conditions that resulted in prolonged human suffering (Mallick et al. 2011; Tada 2011).
With relatively poor infrastructure and insufficient disaster preparedness and response capacity, even small events can have a major impact on the lives of people, particularly children, in food security, access to safe drinking water and sanitation facilities and school attendance.
At this same time, it became clear that the reasons and objectives for the project were still unclear to many of the focal points within the Ministries and Agencies, and there was no common understanding on the concepts of disaster preparedness and response capacity.
Our humanitarian work is better coordinated and more systematic, recognizing the need to address disaster preparedness, risk reduction and capacity building as well as response.
