Spatial databases of human population have found use in disease burden estimation, epidemic modelling, resource allocation, disaster management, accessibility modelling, transport and city planning, poverty mapping and environmental impact assessment amongst others [5] [9].
The above paragraphs show several models that have been proposed for the preparedness and the response phase of disaster management, but most of these models do not consider unforeseen constraints and misassumptions that DMs face in real disasters.
